Open XML is a new standard written from scratch,
in ignorance of the preexisting ISO standard for
document representation in XML, ISO/IEC
26300:2006 (ODF 1.0). There is no reason for a
complete rewrite, and since unneeded differences
are harmful, we suggest to rewrite the OOXML
proposal as an extension to the existing standard.
